Commission approves Eagles Landing subdivision in Edgewater with one dissent

The Lancaster County Planning Commission voted to approve the preliminary plan for Eagles Landing, a proposed subdivision within the Edgewater community that would create 132 single-family lots on roughly 66 acres and preserve about 29 acres of open space.
True Homes presented a revised preliminary plan that added a third access to Edgewater Parkway and refined a central common open-space strip intended to provide a substantial vegetated transition between portions of the layout. Staff noted that the Tenant Review Committee (TRC) had issued an approval letter after the applicant addressed prior TRC comments. In its presentation staff also summarized progress on the Catawba Ridge Boulevard extension: Phase 0 had conditional county approval pending a minor pavement-section revision; the applicant and adjacent property owner (Contender) had coordinated with county public-works staff and reported erosion-control submissions and contractor bids in hand for early construction.
True Homes and representatives for the Lancaster County Forfeited Land Commission described sequencing intended to allow lot-by-lot conveyances and emphasized commitments to phase the connector road (Catawba Ridge Boulevard) construction. The applicant said it had bids ready for the initial road work and had submitted erosion-control permits to the state.
Speakers from the Edgewater neighborhood expressed mixed views: some residents urged postponement until additional roads and emergency access were complete and voiced concerns about evacuation and emergency response; others said they supported the development and favored completing the subdivision to reduce construction duration and realize community amenities. True Homes said it had submitted necessary permits and would proceed with the first-phase road segments once permits are returned.
After discussion the commission approved Eagles Landing. Roll-call vote recorded approvals by a majority of commissioners with one dissent from Commissioner Shelley Richards (motion passed 5-1). Staff will continue to coordinate plan-review comments and conditions required before final plat and construction approvals.
