The Lancaster County Planning Commission on Feb. 18 voted against a series of interrelated requests from Culture Group Acquisitions LLC (branded as Crestwind/Crestwood in presentation materials) that would have amended the county's future land-use map and rezoned about 168 acres (and related parcels) to allow an age-restricted residential community and supporting institutional and commercial uses.
Staff and applicants presented a multi-part application that included a comprehensive-plan future land use amendment (CP 2024-1735) to change roughly 384 acres (and an overall assemblage of about 868 acres stated in the staff presentation) from rural to "growth area," a draft development agreement to enable an age-restricted, amenity-rich community of approximately 853 homes, and several rezoning requests (LDR/RN to MDR and RN to Institutional and General Business for specified parcels). The applicants said the proposal would be a 55+ age-restricted community with private streets, a clubhouse and recreation amenities, internal connectivity and proposed off-site traffic improvements including turn lanes and a new collector/"Connector" boulevard…
