The parcel's future land-use designation in the Southern Panhandle Small Area Plan is "employment," and staff concluded the proposed General Business zoning aligns with that small-area plan guidance. Staff also reported water availability at the parcel and sewer nearby but not on the parcel.
Applicant Justin Blackhall told the commission his intent is to create a flex-use business park offering goods and services to the surrounding area. He described the site conditions, including past sketch-plan work, nearby infrastructure and access considerations. Commissioners asked about public inquiries; staff said the county received one inquiry asking why there was a sign posted.
After asking for public comment (none signed), the commission moved and seconded an approval recommendation. The roll-call vote recorded approvals from all sitting commissioners; the motion passed unanimously. The commission's recommendation will be forwarded to Lancaster County Council for final action.
