Lompoc council reviews ad hoc general plan comments, timelines and costs; asks staff to return in March

Lompoc City Council on Tuesday discussed ad hoc committee recommendations to amend portions of the city’s 2030 General Plan, considered whether to pursue a comprehensive 2050 general‑plan update, and asked staff to return with cost estimates and the ad hoc comment table for further review at a follow‑up meeting in March.

The council’s discussion focused on implementation steps and costs, California Environmental Quality Act (CEQA) review triggers, and whether some changes — especially those affecting the city’s sphere of influence and agricultural protections — should be deferred into a larger comprehensive update. "The general plan does need to be updated again in total," said Laurie Tamura, a planning consultant working with city staff. She told the council ad hoc amendments would likely require public outreach, an environmental review procurement and Planning Commission and council hearings.

Why it matters: the council heard that changing language in the land‑use and conservation sections to allow more pro‑growth policies could force substantial changes in the city’s existing Environmental Impact Report (EIR), extend the schedule and raise costs.
