Consultant outlines 16‑month plan to create Mineral Wells Unified Development Code

Kennedy/Keith Collaborative gave an introductory presentation on a planned update to Mineral Wells’ zoning and related development regulations on Feb. 18. Maria Morris, principal planner for the consulting firm, described a roughly 16‑month project that will produce a single Unified Development Code (UDC) consolidating zoning, subdivision and selected municipal regulations.
"My name is Maria Morris, and I am a principal planner with Kennedy Keith Collaborative," Morris said, explaining the project team and approach. She said the project will use the Mineral Wells comprehensive plan as its policy guide and emphasized community input, including an advisory committee, one‑on‑one stakeholder meetings and a public design exercise planned for April.
Morris described practical tools the firm will deliver, including an online portal (Encode Plus) that will allow users to click a parcel and view regulations that apply to that site. She said the work will be delivered in modules covering base zoning districts, cross‑cutting standards (landscaping, signs, parking), and review procedures and enforcement. Morris emphasized a preference for plain English drafting and regulations staff can administer.
The presentation identified goals drawn from the comprehensive plan, including downtown updates, housing‑type flexibility, standards to encourage infill and redevelopment, and updated standards for the Wellness District. Morris said the consultant team will present an audit of existing regulations and an annotated outline in a future visit; the council will have multiple opportunities to review drafts in person and online.
