Rutherford County delays recommendation on GPS monitoring services RFP amid statutory review

Rutherford County purchasing staff told the county purchasing committee Feb. 18 they had not completed their review of four proposals for GPS monitoring services and asked that the committee defer a recommendation to the March purchasing meeting.
"I do not have a recommendation yet," Mr. Hennessy told the committee. He said he and a colleague had reviewed all four proposals received and that "there's 2 statutes that are involved in this" which require additional matching and review before staff could recommend a vendor.
Committee members moved and seconded to defer. The committee chair called for a voice vote; members present responded "Aye," and the chair announced the motion passed. Staff and the chair discussed the scheduling and confirmed the next appointed purchasing meeting as March 11.
Staff also explained on the record why the recommendation was delayed: county counsel had not had an opportunity to sign off on the recommendation because the county attorney, Nick, had been out with the flu. A staff member said the delay in receiving legal review contributed to the inability to finalize a recommendation for the special call meeting.
Why it matters: GPS monitoring contracts are tied to legal and statutory requirements and typically require review for compliance and liability. Staff said multiple statutory provisions apply and that they needed more time to ensure proposals aligned with those legal requirements before making a procurement recommendation.
