Rutherford County purchasing committee defers decision on body removal and transport RFP

The Rutherford County Purchasing Committee voted Feb. 18 to defer consideration of a request for proposals for body removal and transport after staff told the committee key insurance information was missing from bidders’ responses.
Denise Martin, who presented the item, apologized for not having a recommendation and said the responses were still under review. "I do apologize. I know this is a special meeting, but I would recommend that we defer until March," Martin said. She told the committee that some mandatory requirements — "primarily to do with insurance" — had not yet been satisfied by both responses.
The deferral passed on a voice vote after a motion and a second; the chair called for those in favor and said, "Aye," and then announced, "Ayes have it." Committee members present during roll call included Mr. Boyd, Mr. Phillips, Mr. McAdoo, Mr. Johnson, Mr. Peay and Chairman Carr. The committee did not identify a mover or seconder by name on the record.
Committee members discussed current service arrangements during the meeting. A member asked about the name of the current company performing the work; a speaker replied, "Triangle," and another committee member noted Woodfin had been one of the bidders and "is still doing it now." The committee recorded that nothing would change with the current provider until the March meeting.
Why it matters: contracts for body removal and transport are operationally necessary and require adequate insurance and compliance documentation before the county changes vendors. Because bidders had not yet submitted comparable insurance information, staff said they could not complete an apples-to-apples evaluation.
What’s next: Staff told the committee it expects to bring a recommendation to the March purchasing meeting (the committee identified March 11 in discussion as the next appointed purchasing meeting). The committee did not set additional conditions or actions beyond deferring the item for further review.
