Manager reports water‑system projects, bids over estimate and active housing permits

City Manager Mr. Kidko reported Feb. 3 on a package of public‑works and development items, including a water pump building upgrade bid that came in 32% over the engineer’s estimate, ongoing water main and service line replacement work, planned paving and ADA ramp work, and housing subdivision activity.
On the Ohio Public Works Commission (OPWC)‑funded high service pump building upgrade, bids were returned about 32% higher than the engineer’s estimate. The manager said he has contacted the OPWC representative and staff in Columbus and Springfield to determine whether the project scope can be reduced while preserving the core work covered by the OPWC funds.
Separately, the water main/lehi service line replacement project is progressing: the manager reported the current phase is about four weeks from completion (not including paving). Additional design work is under way for sections from Church to Jefferson and Linden to Jefferson, with construction expected in about five to six weeks if paving and coordination with CenterPoint Energy go smoothly. CenterPoint will be completing some utility mains, which affects paving timing.
Smith Street (from Washington to Route 571) is being estimated for 2025 resurfacing; ADA curb ramp work is part of that planning. The manager said pricing from other projects indicates competitive bids may be expected when these projects are advertised.
On parks and development, design work for Carlisle Park Phase 2 is set to begin once state agreements are finalized, and home construction continues at Monroe Meadows (seven to eight permits reported) and the Reserve at Honey Creek (about 11 to 13 permits reported, including model homes by D.R. Horton). The manager also said design and specification work for a proposed columbarium are ongoing.
No formal council action was taken on these updates; they were presented as informational items. Staff will return with ordinance language or bid recommendations where needed.
