Council tables PG&E storage/landing‑zone agreement after questions on gates, flight plan and notice language

Council members and residents raised concerns about access and safety: which gate(s) PG&E would use, the possibility of cows entering the highway if gates were left open, who would be responsible for closing gates, the frequency and flight paths of helicopter operations, road restoration for gravel access roads, and whether the northern access to Highway 49 should be used instead of Little Road because of school traffic and pedestrian safety.
PG&E staff (policy/project team and local government affairs representative Eric Alvarez) said they could fence the access road so the landing zone and staging area would be fenced and gated; Eric Alvarez and Trevor (PG&E project staff) said they would provide more detail about flight plans and anticipated frequency and had experience with similar arrangements on grazing land. Staff also confirmed a restoration clause would be included for access roads.
Council directed staff to return the item at the next meeting with clarified contract language (notice and contact clauses to list the City Administrator, gate/closure responsibility language, and a proposed flight plan and frequency estimate). The item was tabled to the next council meeting so new council members and the incoming city administrator can review remaining questions.
