The council approved an extension of a professional services agreement with Dewberry so the agency can continue environmental documentation and hydraulic studies for the Angels Creek bicycle and pedestrian trail and coordinate the trail design with overlapping sewer replacement work.
Staff explained that the Balecito (Vallecito) sewer replacement and the Angels Creek trail footprint overlap in places; without the trail project contract in effect, the two project teams could not coordinate final designs and avoid repeated construction and rework. Dewberry’s trail contract had expired in December 2024; staff requested a two‑year extension through early 2029 to complete the remaining environmental and hydraulic tasks. The extension includes a task schedule with work through January 2029.
Council members asked about the environmental review timeline and the hydraulic study required for FEMA approvals; staff said a hydraulic analysis and FEMA application would be initiated by late April 2025 with expected iterative review during the following 6 to 8 months. The council approved the extension by roll call.
