Council authorizes city engineer to prepare Foundry Lane preliminary grading plan; estimate $31,500

The council approved a resolution authorizing the city engineer to develop a preliminary grading plan for the Foundry Lane extension and accepted a staff estimate of $31,500 for the work, to be charged to the FY24‑25 budget.
City staff described the Foundry Lane extension as a long‑pending project to create a secondary connection between State Route 4 and State Route 49. Caltrans completed an appraisal for a needed property and committed to a schedule that staff said could produce a recorded deed by June 6. Staff said that commitment made it timely for the city engineer to prepare approximately 30% design plans for the south half of the extension to confirm grades, lines of sight and connections that will meet Caltrans standards.
Aaron Bristow, city engineer, said the plans will set grades so future private development can connect without being precluded by street grades. Staff said the $31,500 estimate is within the city’s adopted FY24‑25 budget.
Council members asked about Caltrans’ role (encroachment approvals and sight‑distance standards) and how the proposed preliminary design would interact with private development near Tractor Supply and the existing commercial parcels. The council approved the resolution by roll call.
