The Henderson City Council on Monday approved two budget amendments to record reimbursements, shift previously authorized bond funds and move unfinished project dollars into the current fiscal year.
The council voted to adopt a resolution amending the 2023–24 budget to record items including a salary reimbursement for a head coach position, a reimbursement from TML for hail damage, a payment from Texas Eastern for police dispatch-related communications, and use of 2018 bond funds to cover a Sabine pipeline repair and to reallocate money to Mill Creek sewer repair and street-related water/sewer repairs. The council then approved a separate resolution moving ordered but uncompleted items from the prior budget into the 2024–25 budget so work can continue this year.
City staff described the 2023–24 amendment as a housekeeping item to recognize revenues and expenses that were not reflected in the adopted budget: the head coach salary reimbursement, a TML insurance reimbursement tied to hail damage, funds received for dispatch communications and a large repair to the Sabine pipeline that used 2018 bond proceeds. Staff said the bond funds originally intended for the Eastside sewer trunk main and a large project were reallocated to cover the pipeline repair and to fund Mill Creek sewer work and water/sewer repairs needed ahead of a street reconstruction project.
On the 2024–25 budget amendment, staff said the item moves prior-year orders and contracts into the current budget so vendors can be paid and projects completed. Staff flagged the street reconstruction project as a large job that may extend into the 2025–26 fiscal year depending on weather; staff also said the Eastside sewer trunk main remains a project they hope to complete this year.
Motions to approve each amendment carried on voice votes; no roll-call tallies were recorded in the meeting transcript. The council first approved the consent agenda before taking the budget items, and then moved to regular business.
