Staff noted the Phase 4 account remains largely expended overall but showed sufficient interest earnings and reallocation capacity to fund the project; approval would leave an estimated $12 million unallocated in Phase 4 after accounting for previously approved allocations.
Staff described the North Charleston site history — previously a practice field that became a game field when the regional stadium footprint changed — and said upgrades will include lights, scoreboard, field house/concessions/restrooms and changing some surfaces (staff disclosed one committee member’s relief that artificial turf was not broadly proposed, though some turf is planned for this project). Mr. Hamer and others framed the upgrade as part of broader campus improvements and community benefit to support competitive athletics and neighborhood school identity.
