Board recommends UDTR text amendments to facilitate Uptown Transit‑Oriented Development

The Planning and Zoning Board on Feb. 19 voted to recommend text amendments to the Unified Land Development Regulations (ULDR) intended to implement the Uptown master plan and a proposed transit‑oriented development (TOD) land‑use designation.
Jim Hetzel, principal urban planner, told the board the amendments revise the approval process for Uptown projects, create a tailored parking reduction for the Uptown area, update development‑permit tables and modify dimensional standards and tower stepbacks. The revisions also add an alternate design‑solution process, a design team review for deviations from the master plan and bicycle standards now missing from the code.
Hetzel said Uptown’s code changes follow adoption of the land‑use amendment and were developed with stakeholders to allow flexibility — including building heights adjusted to 80–90 feet in some areas to reflect construction cost and product choices — while keeping monitoring and mitigation measures consistent with the adopted master plan.
The board recommended approval (one board member recused from the vote because of a disclosure) and found the amendments consistent with the city’s comprehensive plan. The recommendation moves the code changes forward for subsequent city commission review.
