Ordinances: the council conducted the first readings required for proposed rate changes. The transcript records a first reading of Ordinance No. 1160, amending sewer rates and minimum charges for fiscal years 2025–26 and 2026–27; the council proceeded with a roll‑call first reading and the meeting record notes the item advanced with a roll‑call result recorded in the minutes as six yes, zero no, one disconnected (telephonic). - Resolution 25‑12: the council accepted partial public improvements for Stone Lane in the Stone Meadows subdivision, allowing the developer to begin building homes while remaining utilities and grading are completed in spring; the council approved the acceptance unanimously. Staff said outstanding items (gas/electric infrastructure and detention grading) were deferred due to frozen ground and would be finished in better weather.
Appointments and other business: the council approved mayoral appointments to the Human Equity and Diversity Commission and moved forward with continuation of the FY2025–26 budget hearing and associated CIP work (see separate article on budget/CIP decisions).
What the votes mean: first readings move the proposed ordinance changes into the next procedural step; they are not final adoptions. The contract awards authorize staff to execute agreements and begin work under approved terms and amounts.
Ending: staff will return with finalized contract documents and, where applicable, bonds and insurance certificates for mayoral signature; the council will consider second readings and final adoptions for fee ordinances at a later meeting in accordance with Iowa municipal procedure.
