Details and context
The Morbark BBR 19 forestry chipper was described as needed to allow two chipping crews to work simultaneously following storm events and for daily tree work; staff noted the 2004 unit being replaced is beyond its typical 12-to-15-year useful life and faces increasing repair costs. The chipper purchase was put on the consent agenda and approved without separate discussion.
On the KLOA contract, staff corrected an earlier misspoken figure during the meeting: the award amount is $54,000 (not $45,000). Staff provided references for KLOA from area school districts and municipalities. The traffic-and-safety study will focus on the village—s Central Business District and is intended to be the initial step in the village's streetscape and safety work for 2025.
On the Bar Studio special-use permit, staff said the tenant is a boutique fitness studio that will offer workout classes and a small retail area; no building or site changes are proposed. The plan commission found parking to be sufficient and made a unanimous recommendation to the board.
