Village staff presented a first reading of a proposed second amendment to the agreement with the Hinsdale Platform Tennis Association (HPTA) to add two paddle tennis courts at KLM Park and to update operational terms for the existing facility.
The amendment, as described by village staff, would cover design approval, bidding, contracting, zoning, construction and ongoing operation and maintenance for the two new courts in addition to the six existing courts. HPTA would fund the cost of the new courts and the permitting required by the village, the staff presentation said.
The amendment also addresses schedule coordination: the village will provide an annual January schedule of events at KLM Park, and HPTA will provide its schedule in February; the two parties would update each other throughout the year and coordinate to reduce conflicts with other park events and the Montessori school that also operates at the park. The amendment would prohibit parking on the park grass and tasks HPTA with reminding its members of that restriction.
Lighting was a focus of the discussion. Staff said either the existing six courts would receive replacement fixtures or lighting shields no later than August 2026; the two new courts would be installed with more targeted lighting to minimize spillover to neighbors. The village presentation noted lighting already upgraded at Burns Field as an example of the preferred, more directed fixtures.
The amendment would also change how capital-reserve withdrawals are handled for the facility: withdrawals would require consent of the other contracting party, according to the staff summary.
Representatives from HPTA were present. Kevin Parks spoke for the association and said HPTA President Rick Larson was in attendance. Parks told the board the association hopes to finalize details of the building-permit application and, if approved at second read, to begin work later this spring with construction likely in May and completion prior to the next regular league season in the fall.
This item was presented as a first reading; the board moved to place it on consent for a later meeting and did not take a final vote on the amendment at this session.
