Hinsdale reviews amendment to HPTA agreement to add two paddle courts at KLM Park

The Village of Hinsdale Board of Trustees heard a first reading of a second amendment to its agreement with the Hinsdale Platform Tennis Association (HPTA) to allow construction of two new paddle courts at KLM Park and to set terms for design, bidding, construction, operation and maintenance.
The amendment, presented by staff member Matt, would require HPTA to pay for the two new courts, related permitting and capital work. It adds provisions requiring coordination on event scheduling — the village will issue a park-event schedule in January and HPTA will provide its schedule in February each year — and requires HPTA to coordinate adjustments to avoid conflicts with other park uses, including the Montessori School that operates at KLM Park. The amendment also prohibits parking on the park grass and asks HPTA to remind members of that rule.
The amendment includes a capital reserve-account provision that would require the consent of the village before withdrawals are made from that account. The village and HPTA discussed lighting: the agreement would require either replacement of existing fixtures or installation of shields on the six existing courts so their lighting is more directed and less angled toward neighbors, with the work to be completed no later than August 2026. HPTA would also fund the lighting work for the six existing courts and the cost of the two new courts.
Kevin Parks, speaking for HPTA, said the group hopes to complete permit details and have the second reading next month; if approved on second read, Parks said HPTA expects to build the courts later this spring, likely in May, to be ready for fall league play. Rick Larson, identified in the meeting as HPTA president, attended but did not speak at length during the item.
Because this was a first read, the board did not take a vote; staff said the item will return for a second reading at the board's next regular meeting.
The amendment touches on parking, scheduling, capital funding and lighting standards that residents and park users have raised in prior discussions. The board directed staff to return the item for a formal vote at the second reading.
