Council reviews Healing Waters strategic plan 2025 annual update; staff seeks ongoing adjustments

City staff presented the Healing Waters strategic plan 2025 annual update at a council workshop, outlining values, targets and line-of-effort priorities and asking council members for input on additions or corrections.

The presenter said the plan — initially discussed with council on March 7, 2023 — was adopted by resolution (referenced in the meeting as Resolution 24-691) on Aug. 20, 2024, and is intended as a living document that guides budgeting, project selection and performance measurement. “The Healing Waters strategic plan is a living document, and we want to highlight the need for additions or deletions, corrections, and amendments,” the presenter said.

The plan organizes essential city services into five lines of effort: public safety, public works, building and planning, parks and recreation, and administration. Staff reviewed adopted values — service, stewardship, hospitality, teamwork and excellence — and listed targets including economy, environment, engagement, transportation, recreation and safety.

The presenter pointed to 2025 initiatives the city is prioritizing, noting that many initiatives connect to goals such as government effectiveness, community engagement and economic development. Examples cited in the discussion included a city communications plan and the Coney Island Park dock project; staff also noted the plan’s role in aligning capital requests and program budgeting.

No formal action was taken during the workshop. The presenter invited council to provide comments at any time and said department directors submit annual assessments tied to the plan’s goals and performance indicators.
