Commission approves Amendment No. 2 to INDOT interlocal agreement for U.S. 31 project

The Franklin Redevelopment Commission voted unanimously to approve Amendment No. 2 to the interlocal agreement between the City of Franklin and the Indiana Department of Transportation for the U.S. 31 project.
Matt McIlroy, assistant city engineer, said the amendment updates a cost-sharing agreement after INDOT awarded a project milestone that increased overall project costs. McIlroy said the city will pay an additional $62,000 on top of amounts already committed (described at the meeting as $1,190,000) and that INDOT’s share also increased (described at the meeting as $18,400,000). He said because the RDC funded the original engineering, the commission is a signatory on the amendment even though the RDC is not being asked to provide additional funds now.
Commissioners asked how the additional cost share would be funded; McIlroy and other speakers confirmed the additional cost would come from RDC funding sources. McIlroy said the amendment will also go to the Board of Works and the City Council for approval the following day.
Mayor [unnamed at meeting] commented the project has been anticipated since 2017 and emphasized public-safety benefits from roadway and pedestrian improvements and drainage work. The mayor said the city had budgeted for its share and that the RDC allocation and city cash flow have been adjusted in past budgets to accommodate the project.
Commissioners moved and seconded approval, and the commission approved the amendment by voice vote. The amendment paperwork was provided to commissioners for signature.
McIlroy said the project is substantial for the city and that construction funding and scheduling will proceed through INDOT and the city’s Board of Works and council processes.
