The Ripon City Planning Commission on Wednesday approved a major site plan (SR 2499) for redevelopment at 229 West Main Street, authorizing demolition of the existing structure and construction of a one-story commercial building designed for up to six retail or office suites.
Planning staff described the proposed building as about 4,500 square feet covering the parcel footprint consistent with downtown Main Street patterns. The architecture was presented in a Spanish Colonial Revival style, with white stucco walls, terracotta-style roof tiles, parapets and decorative window treatments. The applicant, Annette and Todd Rodan, told commissioners the developer will market the suites for local retail and office use; Annette Rodan said she expects to occupy one suite for her mortgage-broker business and that several retail prospects have expressed interest.
Staff reported a focused parking analysis for the downtown block: a daytime parking demand estimate of about 38 spaces and a local supply of about 25 spaces in the block, with a nighttime demand estimated at about 28 spaces. The staff report and project review committee incorporated conditions intended to address parking and downtown design standards; staff noted downtown zoning contains special parking provisions and that signage will require separate permits. The proposed site plan includes a trash enclosure facing the alley, and the applicant committed to complying with staff conditions.
Commissioner discussion was brief and favorable. A motion to approve the major site plan, based on the findings and subject to the staff report conditions, passed on a roll call vote of 5-0.
The approval authorizes the project to proceed to permit review and building permit application subject to the conditions included in the staff report and any standard permit-review requirements.
