Magistrate enters stipulations and fines across multiple Martin County enforcement cases

Martin County’s special magistrate on Feb. 19, 2025 entered agreed orders, set compliance deadlines and imposed fines across a set of separate enforcement matters heard in a single session.
Key outcomes announced at the hearing included:
- Perez (4614 Southwest Citrus Blvd., Palm City): The magistrate found violations for unpermitted structures and use of an RV for occupancy, ordered compliance by May 31, 2025 and awarded county investigative costs of $575; a civil penalty of $100 per violation per day will accrue if the respondent does not comply after the deadline. The record shows county staff cited an unpermitted pole barn, shed and fence and an RV used for living purposes; the respondent said the pole barn predated the current owners and asked for additional time to resolve permits.
- Sublime Holdings LLC (3304 SW 70th Ave., Palm City): The owner entered a stipulation agreement and paid a $350 administrative fee. The parties agreed the property, previously used as a storage yard, must be brought into compliance by June 1, 2025 under the terms of the stipulation.
- Farrell property (5649 SE Indigo Ave., Stuart): The magistrate found roof damage and debris violations and ordered compliance by March 31, 2025. The county recorded no current permits for required roof or accessory-structure repairs; the magistrate awarded $575 in county costs and set a $100-per-violation, per-day penalty for continued noncompliance.
- Boyle (2580 NE Marion St., Jensen Beach): The owner entered a stipulation, paid $350 in administrative costs, and was ordered to complete corrective work by June 30, 2025; a $100-per-day penalty will accrue for ongoing violations after that date.
- Citations for unlicensed contracting work: The magistrate upheld multiple citations issued under Martin County Ordinance section 43.49(a)(5) (engaging in business without a license). In uncontested proceedings the magistrate imposed $500 fines for each of the following citation cases: James Steven Decker, Nicholas Joseph Panavolpi, Willie F. Jackson, Julio Junki and David F. Culberson. Those citations stem from alleged unlicensed work including windows/doors, decks and retaining walls on building projects across jurisdictions; each citation file contained property-appraiser records and return receipts where applicable.
County investigators who presented evidence at the hearing included Chris Houncer (Perez and other cases), Chris Conser (Sublime Holdings), Maria Espio (Farrell), Tamika Bush (So to Trust and Boyle) and Nicholas Fisher (contractor-citation matters). The magistrate admitted county exhibits supporting the cases and, where parties signed stipulations, entered agreed orders with the deadlines noted above.
