Lincoln County delays decision on $25,000 siren repairs, asks for city agreement

Lincoln County emergency management director Brandon Myers told commissioners on Feb. 18 that an outside contractor inspected the county and city emergency siren system and reported multiple failures, principally with radio control heads that activate the sirens.
Myers said the inspection identified roughly $25,250 in needed repairs across systems serving the city and lake; under a long-standing memorandum of understanding (MOU) with the city, the countys share would be roughly half. "We paid half of that bill. It was about $6,000 bill. So we paid about 3,000, which is what our MOU with the city's been long before I was hired," Myers said, and added that the county's half of the recent comprehensive repair estimate would be about $12,130.
Commissioners described the equipment as vital to public safety and asked for more documentation before committing funds. One commissioner said a preventative maintenance plan and a review of the MOU are needed; another asked whether the county's budget already included money for the work. Myers said he had identified budgeted funds for the repair and that the vendor would perform annual inspections going forward.
The board asked county staff to obtain and circulate the dispatch agreement/MOU with the city and asked staff to confirm whether the vendor used by the city was competitively procured. After discussion, the board agreed to table the item until the county and city agreement and vendor procurement information could be reviewed.
The board did not take a formal roll-call vote on the repair authorization before tabling the item; commissioners directed staff to obtain the MOU and return the item to a future agenda.
