Laramie council tightens meeting procedures, limits remote attendance and codifies debate steps

The Laramie City Council voted unanimously Feb. 18 to adopt Resolution 2025-18, which updates the council’s rules of procedure to clarify debate steps, limit remote attendance, and standardize disclosures and conflict-of-interest language.
Resolution language added a sequence for handling motions: staff and experts provide background, counsel may ask clarifying questions, the council shall ask for public comment, and the council then resumes debate before calling the vote. The adopted rules also state that council members are limited to five instances per year of web-conferencing attendance unless excused by the mayor and city clerk or approved by majority vote; excused reasons listed include approved conference travel and illness or medical need.
Council members proposed and voted on several amendments during the meeting to tighten phrasing, add scrivener corrections and ensure consistency with existing board-and-commission practices about disclosures and conflicts of interest. One proposed amendment to explicitly list “disability” among excused reasons was discussed and withdrawn after councilors raised concerns that workplace accommodation and privacy are addressed through separate HR and ADA processes. The council adopted other wording changes suggested by councilors and staff, including clarifying grammar in the web-conferencing section and changing “conflict of interest” to “disclosures and/or conflicts of interest.”
Councilor Newman moved the resolution; Councilor Richardson seconded. Multiple amendments were offered during debate and adopted by roll call. The final roll call on the amended resolution was 9-0 in favor. No public comments were recorded on the final resolution.
City Clerk and councilors said the updates are intended to improve transparency and predictability in council meetings and to align council practice with Robert’s Rules of Order in several respects.
