Controller Zorns presented a high-level summary of the controller’s office audit work for the year, noted staff certifications and community activities, and outlined ongoing audits and planned process improvements.
Zorns said auditors reviewed county departments and entities that receive county funds “to enhance efficiency, ensure compliance with laws and regulations, and to protect county assets.” He named members of his audit staff and reported professional involvement in the Institute of Internal Auditors and the local government auditors association. He said staff completed 281.5 hours of professional education and that several staff are certified fraud examiners.
The controller summarized performance and financial audits completed or issued for court administration and magisterial district judges, agreed-upon procedures including a procurement card review and computer-based vendor analysis, and hotel room tax reports for multiple lodging providers. He noted a total of about $24,000 in hotel-room-tax collections shown in the reports cited. The office said it performed follow-ups on jail commissary audits and completed required combined reports (E-911), DCED reports and the single audit. Zorns said the office has several works in progress, including reviews of agency funds, tax-claim custodial funds, offender supervision fees, multiple hotel room-rental audits (Courtyard at Marriott and others), internal controls for cash collections, public works, human resources, fiscal affairs, and magisterial district judges rotation work.
He also said the controller’s office is evaluating automation tools (Ideagen, Workiva, AuditBoard) to streamline work and improve organization, and that a quality control review is scheduled for the year. Zorns closed by inviting questions; none were recorded in depth.
