Laramie approves text amendments to Unified Development Code on second reading

The Laramie City Council approved Original Ordinance No. 2,097 on second reading Feb. 18, adopting a set of text amendments to Title 15 of the Laramie Municipal Code that staff said correct confusing language and clarify code interpretation.
The ordinance, initiated by city staff, packages 13 recommended changes gathered during 2024; the Planning Commission recommended approval with one amendment. City Planner Dixon explained the set includes both substantive clarifications and minor grammatical fixes. On downtown signage, Dixon clarified the existing 20% window sign limit applies to each façade’s window area and that “window sign” is defined in code to mean a permanently affixed sign intended to communicate about a business or activity.
Dixon told council these changes stem from recurring questions from staff and applicants and are intended to remove unintentional interpretations. There was no public comment during the hearing. Councilor Bowling moved the ordinance on second reading; Councilor Richardson seconded. The roll call vote was 9-0 in favor.
Council did not identify additional substantive changes at the meeting. The ordinance reflects the Planning Commission’s review and an amendment that staff said was primarily wordsmithing.
The city clerk recorded Bowling, Freed, Lockhart, Newman, O’Doherty, Shumway, Beahill, Richardson and Cumby as voting yes on second reading.
