Centerville council adopts FY2025 budget amendment recognizing donations, grants and fund transfers

The Centerville City Council approved Resolution 2025-03 amending the city's fiscal year 2025 budget after a staff presentation and a public hearing at which no members of the public spoke.

The amendment recognizes multiple year-end fund balances and newly received revenues and moves them into corresponding expense accounts. Staff said the changes include carrying forward emergency management funds and recognizing $5,500 in current-year sponsorships for the city's emergency preparedness fair; a $14,541 ending balance from the prior fiscal year for the emergency fair; a $500 donation from Rocky Mountain Power for the fall festival; and various police-related funds including a $917 carryover balance for the Citizens Academy, $16,225 in prior donations held in that program and $6,500 received so far this year (with $500 specifically for the K-9 program). Staff also noted recognition of a wellness grant of $3,996 and earlier recognition of an early intervention grant whose expenses posted in the current fiscal year.

Other items included recognizing a beer-tax balance of $6,519 and allocating revenue from a canine training event whose receipts and expenses occurred in different fiscal years, so the prior-year receipts were carried in fund balance. Staff proposed moving a wrap-tax fund balance of $12,795 into the general fund so those dollars remain available to the Whitaker building. Parks items noted in the amendment include a previously unrecorded $50,000 grant for the community park playground and a donor gift for a pickleball practice board. Capital projects adjustments included recognizing funds for police vehicles that were ordered in fall 2023 but arrived after the fiscal year closed, plus using fund balance to pay for a previously approved $15,000 park bed attachment and a recently approved parks mini excavator.

Council opened the required public hearing on the budget amendment; no one spoke, and the council closed the hearing before taking action. A motion to approve Resolution 2025-03 was made and seconded; the motion passed unanimously, according to the meeting record.

Staff said the amendment is primarily an accounting and reallocation action that recognizes previous-year balances and current donations or grants and assigns them to the expense lines that paid for the programs and purchases.
