Council accepts substantial completion and approves bench change order for Anne Street Park

The City of New Iberia accepted a certificate of substantial completion for Anne Street Park and approved a final change order on the project during the February council meeting.
Parks staff told the council the construction budget was $350,000 and the project came in under that amount; the final change order uses remaining state and city funds so the project can close out with zero remaining balance. The change order includes installation of bolted, six-foot black benches at the basketball court and park seating areas.
Why it matters: accepting substantial completion releases the contractor’s retained funds once required punch-list items are finished and allows the park to open for public use. Staff said substantial completion indicates the facility is safe and usable even while small remaining items are completed.
Council discussion focused on the punch list, retainage and lighting. Parks staff said the park must reach roughly 95% completion to be declared substantially complete; that threshold allows opening while the contractor finishes minor items. Lighting will be controlled by photo cell and timer systems; one light may remain on for security and the parks department can adjust timers for night events. Council also discussed placement of the new benches so they won’t impede pedestrian flow.
The council directed staff to complete the punch-list items and return when all retainage items are closed; staff outlined a follow-up schedule and said installations are expected to be completed in the coming weeks.
