Lee said the city ran an RFQ last spring and selected consulting firm FutureIQ. From July through December 2024, the planning process engaged about 1,500 participants through a stakeholder survey (more than 1,000 responses), small-business networking, farmers-market pop-ups, focus groups with Fort Bend ISD and University of Houston–Sugar Land students, and think-tank workshops.
