Sugar Land 4B reviews citywide 202527 strategic plan focused on redevelopment, reputation and trust

Shayla Lee, director of strategic and government affairs, presented the Sugar Land 202527 strategic plan during the Feb. 19 workshop of the Sugar Land 4B Corporation, outlining community outreach conducted for the plan and the staff "all in" initiatives that will guide work over the next three years.
Lee said the city ran an RFQ last spring and selected consulting firm FutureIQ. From July through December 2024, the planning process engaged about 1,500 participants through a stakeholder survey (more than 1,000 responses), small-business networking, farmers-market pop-ups, focus groups with Fort Bend ISD and University of Houston–Sugar Land students, and think-tank workshops. The plan emphasizes being future oriented, data driven and people focused.
The plan sets eight high-level outcome areas that will guide objectives and projects: fiscal strength, public safety, economic sustainability, cultural and community celebration, welcoming public spaces, government partnerships and influence, transportation, and long-term infrastructure. Lee said staff will concentrate work on a set of "all in" initiatives: stimulating economic growth, enhancing the city27s suburban community character, boosting community reputation, encouraging community engagement (including rebuilding trust in government), and advancing sensitive redevelopment and a forward-looking housing strategy.
Lee summarized several concrete elements staff will carry forward: a value-proposition study to compare Sugar Land with peer cities, a public-facing metrics model the city engineer is building to track reputation and progress, and a web page to publish initiatives and performance metrics at SugarlandTX.gov/TrailblazingSLTX.
Board members asked for clarification on whether the plan27s references to "trust in government" were meant as a national observation or a Sugar Land27s specific finding; Lee responded it was a generalized trend but said the plan acknowledges dissent that arose during outreach and aims to strengthen community connections. Lee said the reputation-measurement model and other metrics will be published on the plan27s website. A board member asked how 4B approvals would be aligned with the redevelopment objectives; Lee said Devin Rodriguez, director of redevelopment, will lead quarterly check-ins and coordinate implementation when items affect redevelopment work.
Lee also described early thinking about a bold tourism strategy and said staff is preparing proposals that could include sports or other event-driven approaches; no final strategy was presented.
The plan includes a short vision statement Lee read aloud: "We are trailblazers, relentless in our pursuit of good so that our employees, residents and businesses can enjoy a life better than they can even imagine." Lee said staff will track projects and performance measures on the plan website and return with updates as initiatives develop.
