The Area Plan Commission of Tippecanoe County on Feb. 19 voted on a slate of zoning cases, ordinance amendments and a subdivision extension request, forwarding most items with positive recommendations to the appropriate city or county council and tabling or rehearing others.
The commission recommended approval of changes ranging from a primary-approval extension for a subdivision to zoning map changes and zoning-code amendments. Most votes were advisory recommendations that will be considered by city or county legislative bodies.
Why it matters: The commission’s recommendations shape which projects and ordinance changes move to city and county decision-makers. Several items will affect housing options, commercial definitions for fueling centers, and subdivisions in rapidly developing corridors.
Major outcomes
- Hickory Ridge Subdivision Phase 4 (S3628): The commission approved a primary-approval extension so the developer can finish remaining work for Phase 4; the ballot was unanimous and the extension proceeds.
- Unified Zoning Ordinance (UZO) Amendment No. 115 (accessory dwelling units for unincorporated county): The commission recorded 12 ballots recommending approval and 1 against; the item will proceed to the county commissioners for final consideration.
- UZO Amendment No. 116 (definition and treatment of fueling centers): The commission voted 9 in favor and 4 against to forward the amendment as recommended by the ordinance committee; the amendment will proceed to the county commissioners. The amendment creates a new “fueling center” category distinct from truck stops and gasoline service stations and includes conditions on permitted locations; the ordinance committee recommended the version without a 500-foot residential separation requirement.
- Cumberland Development Partners LLC — The Cottages at Cumberland (Z2951, planned development): The commission gave a unanimous positive recommendation to the West Lafayette City Council for a planned development of garden-style apartment buildings and related amenities, including a bus stop pad and connectivity to a planned trail.
- Arbor Homes rezone (C29‑55): The commission approved the petitioner’s commitments unanimously, but the rezone vote was 6 in favor and 7 against. The rezone failed to reach a definitive recommendation and will be reheard next month.
- Windborne Rural Estate (Z2960, Bridal-estate subdivision): The commission recommended approval; the item will be forwarded to the county commissioners with a positive recommendation.
- Tippecanoe School Corporation property rezone (Z2962 to GB with commitment): The commission unanimously approved both the commitment and the rezone recommendation; it will move to Lafayette City Council with a positive recommendation.
- Domino Group LLC (Circle K site, Z2963): The commission approved a rezone with commitments 12–1 and will forward a positive recommendation to the county commissioners.
- RSK Property Management (Z2964, R2 to R1T): The commission gave a unanimous recommendation to approve the R1T townhouse zoning; the case will be forwarded to Lafayette City Council.
- Minutes and procedural items: The commission approved the Jan. 15, 2025 public-hearing minutes and voted to incorporate staff reports, checkpoint responses and related documents into the public hearing record for the evening’s cases.
