Committee member Tim (staff member) said favorable construction bids on Morehouse Road Phase 2 left a $340,523 balance that “we couldn't quite find a home for.” He said the committee asked Indiana Department of Transportation staff to trade funding into fiscal year 2026 to allow time to scope the study and hire a consultant: “they were willing to trade with us for money in fiscal year 26.”
The study would scope a potential connection intended to evaluate options to move traffic between U.S. 231 and the interstate, Tim said; the county and West Lafayette would likely be involved, and Lafayette could be a stakeholder but “probably wouldn't necessarily be financially involved,” he added. He told the committee the study will require additional scoping and that the final list of participants and the study type remained to be determined.
Committee members moved and seconded a recommendation that the Policy Board approve the amendment. After no further discussion the committee chair called for the voice vote; members answered “aye” and the motion passed.
The committee record does not state a formal study name, a consultant, or a start date. Tim said the trade to fiscal year 2026 is intended to give staff more time to develop the scope and procurement schedule. No dollar amounts beyond the $340,523 balance were proposed for the new study in the meeting.
The amendment will next go to the Policy Board for final action at its meeting next month. The committee did not take additional, binding actions on the study at this meeting.
