The Utah County Planning Commission on Feb. 18 recommended approval of a text amendment to the county land‑use ordinance that would allow truck and trailer rental as an accessory use to commercial storage facilities in the Neighborhood Commercial (NC) zone under constrained conditions.
Staff explained the amendment was requested by U‑Haul and that commercial storage is already an allowed use in the NC zone. Under the amendment the truck‑rental activity would be allowed only as an accessory use to a storage facility that met several criteria: a minimum total building area of 75,000 square feet (counting all floors), a minimum of two stories, an outdoor truck storage area located behind the front of the building and capped at 25,000 square feet, and screening where storage areas are within 100 feet of a property line (with some customary exceptions such as abutting industrial zones or major transportation corridors).
Kevin Stinson, a county planner, told the commission staff recommended the specific criteria in part because counties rarely regulate this use and the restrictions were intended to avoid creating unregulated truck‑rental operations or visual nuisances. Applicant Brad Ling, representing U‑Haul, said the company views truck rentals as an accessory service to storage customers and that larger facilities historically support a truck‑rental function.
Commissioners asked about landscaping, typical building footprints and whether the 75,000‑square‑foot threshold might be lowered in the future. Staff and the applicant said the threshold was a cautious starting point; staff said the ordinance could be revisited after practical experience and that future applicants could seek a text change if the minimum proved unnecessarily high.
On a motion to recommend approval of the text amendments to section 12.32 with the modifications in the staff report, the planning commission voted to approve the recommendation; the motion included renumbering and formatting changes described in the staff report. The staff and applicant agreed the use would be accessory to storage facilities rather than a stand‑alone truck rental business.
Outcome and next steps: The recommendation will be forwarded to the Utah County Commission for final action; staff will include the modifications adopted by the planning commission in the packet to the county commission.
