The Conejo Open Space Conservation Agency adopted a resolution authorizing acceptance of a 10‑foot‑wide trail easement at 702 Erbs Road (APN 670‑013‑0080). Staff said acceptance will bring the number of secured easements on the western approach to Glider Hill to four of the five needed parcels.
Staff described the easement as a condition of approval tied to the Limitless Church expansion (special use permit and planning‑commission actions referenced in staff materials). The agency cited categorical exemptions under the California Environmental Quality Act (CEQA) — staff referenced California Code of Regulations, Title 14 (sections 15061, 15304 and 15317) — and recommended the board adopt the resolution and authorize the administrative officer or designee to accept the easement and execute necessary documents.
Board members asked clarifying questions about the remaining connectivity. Staff said one remaining parcel (611 Lone Oak) had been in negotiations with a prior owner and that the property recently sold; staff will reach out to the new owner and one other adjacent owner who could grant access. Staff emphasized the trail completion is important for equestrian users and to preserve a historic western access route from Erbs Road.
Director Sullivan moved and Director Nichols seconded the staff recommendation and CEQA finding. A roll‑call vote recorded an aye from Vice Chair Newman, Director Nichols, Director Sullivan and Chair Huffer. Motion carried 4–0.
