The Minnesota House of Representatives on Feb. 17 recalled several house files from their original committees and re-referred them to other standing committees, and approved a calendar designation for a bill set for Thursday, Feb. 20.
Representative Murphy moved that House File 367 be recalled from the Committee on Public Safety, Finance and Policy and re-referred to the Committee on Transportation Finance and Policy. Representative Mueller asked whether Murphy intended that the bill ultimately be returned to Public Safety, noting the measure "impacts prosecution." Representative Murphy said the bill "belongs in chapter 169 of transportation" and that "there has been no decision to send it back to public safety at this time," adding he would "take that in advisement." The motion carried by voice vote.
The House also re-referred three related health-care bills. Representative Hicks moved that House Files 664, 665 and 666 be recalled from the Committee on Health Finance and Policy and re-referred to the Committee on Human Services Finance and Policy, saying the measures relate to "medical assistance for employed persons with disabilities and seniors" and that Medicaid matters touch multiple jurisdictions. Representative Krishna (recorded in the transcript as Representative Krisha/Representative Krishna) questioned whether chairs had been consulted; Hicks said she had spoken with the chair of Human Services but not the chair of Health. After brief discussion, each motion prevailed by voice vote.
Representative Nash moved that House File 1061 be recalled from the Committee on Commerce Finance and Policy and re-referred to the Committee on State Government Finance and Policy, saying HF 1061 "should have been referred to my own committee" and describing it as "a repealer bill for the miniature legislative oversight commission," which he said the Legislative Coordinating Commission favors removing. The motion carried.
Representative Quam moved to return House File 594 to its author; that motion also prevailed. Separately, the Committee on Rules and Legislative Administration designated House File 20 to be placed on the calendar for Thursday, Feb. 20.
