County: hydro energy-storage proposal remains at town level; no applications yet

Tim (county staff) briefed the Lewis County Board of Legislators on March 5, 2025, about an early-stage proposal for an energy storage project potentially sited in the Town of Watson or the Town of Krogan.
Tim said the county was contacted about the project on Dec. 18, 2024, and that county staff met with the proposer and with local town officials. "This is not a county process. It is no approvals here, on our part," Tim said, adding the county's role is to assist the towns by providing resources, education and connections to planners who have worked on comparable projects.
He said county staff notified the legislators covering the affected towns and helped arrange a Jan. 30, 2025, informational meeting for town officials; staff also met with the towns again on Feb. 13, 2025. Tim said no formal applications had been filed with either town and that applications were unlikely for about 12 months, emphasizing the project is in an early planning stage. He noted county staff has been in touch with a planner in Kern County, California, who has experience with a similar site and will meet with the towns to share lessons learned.
Tim said the county will help connect towns with resources and cautioned the public that most public meetings and formal application review will occur at the town level once an application is submitted.
