Chickasaw County supervisors adopt CWEC urban renewal area, schedule ordinance second reading

The action came during the board’s Jan. 7 meeting; supervisors then read Ordinance No. 11-1 (division of revenues under Iowa Code section 403.19) for the first time and scheduled a second reading at a later meeting. The board recorded the resolution adoption in a roll-call vote reported as 5-0.
The resolution designates the geographic area shown on the plan’s map (described in the materials as the red area) as appropriate for redevelopment, rehabilitation or conservation and authorizes capture of incremental property tax revenues from properties within the CWEC urban renewal boundary to repay loans or bonds issued by the county for work in the area. County staff told supervisors the capture could include revenues related to wind-turbine projects in the mapped area.
Board members and staff discussed that this is the county’s first use of this tax-increment approach and noted the mechanism requires debt to be issued before tax increments are captured; if no debt is incurred, the increment returns to the regular taxing bodies. The board’s materials and staff comments said the public hearing on the plan had occurred Dec. 9 and notices were published in the Hampton paper on Nov. 21. The clerk’s packet included a list of parcels (noted as 86 parcels in the ordinance text) and streets/townships included in the boundary.
By adopting the resolution and moving the ordinance process forward, the board authorized staff to publish the ordinance materials and proceed with the statutory readings required under Iowa law. The ordinance text presented for first reading states it adopts a special fund to receive captured property taxes from properties in the CWEC urban renewal area for payment of principal and interest on loans, moneys advanced, and bonds incurred by the county in connection with the plan.
Next steps: the board scheduled the ordinance’s next reading as part of its upcoming meeting schedule (first reading completed; second reading to be held at the board’s next designated meeting). Publication in the county’s newspapers and completion of the ordinance readings are part of the statutory adoption process.
