Athens City Council accepted, on first reading, a petition to annex roughly 34.874 acres owned by Frander Properties LLC east of Cable Lane and introduced companion ordinances designating the annexed area R-1 (single-family) and authorizing a perpetual right-of-way utility easement for city utilities.
Councilmember Swank read the annexation ordinance and explained the parcel’s location (off Cable Lane, north of the former Super American/Startup North May driveway) and that the annexation process began in 2024 and required several authorizing steps from the township and county. Swank said the city agreed to provide water, sewer, fire and police services immediately upon completion of the annexation process in accordance with state annexation procedures.
The council also read an ordinance that would zone the property R-1, intended for single-family homes, and a separate ordinance authorizing the service/safety director to execute a perpetual right-of-way utility easement allowing the city to install and maintain utilities on the annexed portion of the property should development proceed.
No final adoption votes were taken on these measures; they were entered on first reading and will return for later consideration as required by state law. Swank noted the parcel could accommodate at least one new house immediately, with potential for further development consistent with R-1 zoning.
