Fred Welch, executive director of the Copperas Cove Economic Development Corporation, and consultants from Tip Strategies presented a final draft of a five-year economic development strategic plan to the City Council during a workshop on Feb. 18.
The plan lays out four guiding principles — military engagement, community identity, strategic investment and regionalism — and four goals covering business development, placemaking and site development, marketing and branding, and workforce development. The consultants recommended anchoring a downtown or new civic center with a government services building as a catalytic project to spur private investment.
