Cabell County Board of Education approves consent and financial items, ratifies suspension and terminates employee

HUNTINGTON, W.Va. — The Cabell County Board of Education on Feb. 18 approved its consent agenda and financial items and ratified personnel actions, and after an executive session voted 4-1 to terminate the contract of Anna Meisner, the superintendent recommended.

Superintendent Hardesty recommended the board “ratify an unpaid suspension beginning 02/03/2025 and terminate the contract of Anna Meisner,” and the board approved the recommendation following executive-session consideration and an open-session motion. The motion to accept the superintendent’s recommendation was made by Miss Neely and seconded by Mister Abess; the board recorded a 4-1 vote in favor.

The board approved the consent agenda — which included the calendar item for 2025–26 and 2026–27 (Calendar B), a Barbersville Middle School job‑shadowing pilot (agenda item 04/2011), MOUs and conference/travel requests, and a memorandum of understanding to continue the Air Force ROTC program at Cabell Midland — by voice vote after pulling agenda item 4.04 from consideration. The motion to approve the consent agenda was made by Miss Neely and seconded by Mister Abess; the board recorded the vote as “aye” with no opposed votes announced.

The financial section, including the treasurer’s report and voucher approvals, passed by voice vote. Treasurer Rotgen noted a six‑month certificate of deposit purchased in August will mature in February and said the district had solicited bids from local banks; he told the board expected yields would be lower than the earlier purchase because “rates have come down,” but that the district hoped to secure a competitive multi‑year rate.

Superintendent Hardesty used his remarks to address circulating social‑media rumors about specific staffing or budget cuts. “Any information being spread regarding specific positions, people, or budgets is being shared without any knowledge of what will be presented,” Hardesty said, adding that any changes that affect employees will be presented to the board in an open meeting in April and that affected employees will be notified in person at their schools.

The board also approved personnel sections 6.01 (professional personnel) and 6.02 (service personnel) by voice vote, and approved the special board items in section 7 (student expulsions) by a 5‑0 vote.
