San Mateo County outlines procurement, deadlines for four $5 million job-order contracts at pre-bid meeting

San Mateo County officials and Gordian held a virtual pre-bid meeting to review the county's job order contracting (JOC) solicitation, which advertises four Class A JOC contracts each with a maximum contract value of $5,000,000.

The County of San Mateo Department of Public Works’ Engineering, Construction, Roads and Utilities (ECRU) and Gordian described the procurement as “a fixed price, indefinite quantity, competitively bid contract,” and walked prospective bidders through how to use the construction task catalog (CTC), prepare proposals in the eGordian platform and compute the irrevocable adjustment factors that determine award.

Why this matters: A JOC umbrella contract lets the county assign individual projects without rebidding, allowing faster mobilization for multiple small-to-medium construction jobs. Contractors' future work under the contract depends on performance and the bid adjustment factors they submit; those adjustment factors remain fixed for the life of each contract.

At the meeting, Sherry Perry, account manager with Gordian, said, “JOC order contracting is a fixed price, indefinite quantity, competitively bid contract.” She described the CTC as “a catalog of pre-priced construction tasks” whose unit prices cover only direct labor, material and equipment costs and do not include profit or overhead.
