Rogers County accepts EMPG award; emergency management briefs commissioners on pending FEMA disaster claims and safe-room draws

Rogers County Emergency Management staff updated the Board of County Commissioners on several FEMA-related matters and the status of a local safe-room grant program while the board voted to accept an Emergency Management Performance Grant award.
Carl (Emergency Management staff) told commissioners the county currently has 12 disaster projects open with FEMA; eight projects have been obligated and funds received. He reported two large obligated projects listed in the handout: one for $357,000 (District 1, completed work) and another for $317,020.53 (District 3, completed work). Carl said difficulties remain documenting donated resources and that some donated-resource claims may need to be withdrawn if required documentation cannot be assembled.
Safe-room program status
Carl also reported on a FEMA- and state-administered safe-room program (disaster 4921). He said draw 1 has been completed and funds already disbursed to applicants, draws 2 and 3 were expected imminently ("any day"), draw 4 may take three to four weeks, and that 45 applicant projects have completed the process while 70 were awarded. He said management-cost reimbursement (a potential additional payment) will be available after projects are closed and could take a year or longer to receive due to state and FEMA processing.
EMPG award
Emergency-management staff presented an Emergency Management Performance Grant (EMPG) award letter and requested acceptance so the county could sign and receive funds. The board voted to accept the EMPG award and instructed staff to provide a hard copy of the award letter for commissioners' signatures.
Why it matters: FEMA obligations and state-administered grant draws fund hazard recovery and mitigation work across county districts; documenting donated resources and meeting FEMA recordkeeping requirements affects whether the county will receive reimbursement. The safe-room draws distribute grant funds to private applicants through state channels and are material to public-safety planning.
What’s next: Emergency Management will continue documentation work on donated resources, pursue appeals if FEMA issues an ineligibility determination, request extensions through the state as needed, and provide the EMPG award document for signature.
