Casper council approves multiple ordinances, licenses, and contracts; several abstentions recorded

The Casper City Council on Feb. 18, 2025 approved several ordinances, liquor-license actions and a set of contract and grant items during a regularly scheduled meeting at City Hall.

The votes covered zoning and plat changes, a liquor-license transfer, annual liquor-license renewals, multiple professional-services and construction contract authorizations, and grant awards. Most items passed unanimously; a small number drew abstentions from named councilors.

Among the items approved on a single meeting date: first reading of an ordinance to vacate and replat property to create City of Casper Lot 5-A, Block 226 (moved by Councilor Pollock, seconded by the vice mayor) passed with all councilors voting aye. The council approved a transfer of ownership for resort liquor license No. 1 for the Hilton Garden Inn at 1150 N. Poplar (motion moved by the vice mayor, seconded by Councilor Haskins); Councilor Pollock abstained and the motion passed. The council also authorized by minute action the annual renewal of all City of Casper liquor licenses for the licensing period April 1, 2025–March 31, 2026 (moved by Councilor Haskins, seconded by the vice mayor); Councilor Pollock abstained and the motion passed.
