Board accepts Peters Concrete low bid for Ashwaubomay River Trail extension; park development fund to cover shortfall

The Ashwaubenon Park and Recreation Board voted Feb. 17 to accept a low construction bid from Peters Concrete of $513,000 for the Ashwaubomay River Trail extension and to use park development funds to cover the budget shortfall.
Rex introduced the item and said the village first solicited bids for the trail in July 2024 but rejected bids then after prices came back near $576,000. A rebid in December/January produced a low Peters Concrete bid of $513,000, which staff said was approximately $63,000 lower than the earlier bids but still about $63,000 over the $450,000 the village had budgeted for the project.
Staff recommended accepting Peters’ $513,000 bid and using the $450,000 previously budgeted (identified in the meeting materials as coming from a budget line referred to as PIT 3) plus approximately $63,002.84 from the park development fund to cover the remainder. David told the board the park development fund currently holds funds that must be spent within seven years and that using $63,002.84 for this project would still leave money available for other near-term park projects the village wants to complete.
Board members asked several clarifying questions: they confirmed the trail will be a 10-foot-wide route and noted the corridor narrows behind the lake; they asked whether Peters Concrete is local (staff said Peters is Green Bay–based) and whether the section will be lit (it will not; only the portion from the bridge to the trailhead is lit). Staff also said a stewardship grant aims to help make portions of the route usable year-round, but whether the trail will be plowed for winter use depends on village direction.
The board moved and seconded acceptance of the Peters Concrete bid and the motion carried with the board saying “Aye.” The meeting record did not include a roll-call tally by name.
