The Laguna Woods City Council approved introduction and first reading of an ordinance that amends several sections of Title 13 (Zoning) of the Laguna Woods Municipal Code to clean up, clarify and modernize regulatory language.
Planning staff told the council the package focuses on removing duplicative or outdated language, memorializing routine staff interpretations, and updating standards that have not kept pace with modern practice. Examples highlighted included off-street parking rules that previously made it difficult to plant trees within parking lots without supersizing parking stalls; the amendments would clarify how trees and landscaping may be incorporated. Staff said the zoning code largely dates from the city's incorporation more than 25 years ago and that these are initial steps in a broader cleanup.
The ordinance amends multiple code sections and repeals one provision; the full list appears in the agenda packet. Staff recommended the council read the title and waive further reading, then introduce the ordinance for first reading. After a public hearing with no public comment, the council approved introduction and first reading of the ordinance. Staff noted that legal nonconforming uses would remain unaffected by new standards and that changes apply on a go-forward basis.
