The Laguna Woods City Council voted unanimously to approve a conditional use permit allowing a daycare nursery to operate at 24442 Moulton Parkway on property owned by Laguna Country United Methodist Church.
Staff reported the site has previously hosted a daycare and that the earlier entitlement lapsed after the former tenant left. The applicant, Premium Child Care Inc., proposes to operate as Bridal Childcare Center and requested a maximum licensed capacity of up to 59 ambulatory children under age 6. Staff noted the State Department of Social Services licenses daycare nurseries and that any final capacity is controlled by the state licensing process; the CUP sets a ceiling of 59 children, but actual permitted enrollment will depend on the state license.
Council members emphasized that the proposed use will take place in existing buildings and that no physical modifications are necessary. The CUP limits hours to 7 a.m. to 6 p.m., Monday through Friday, and allows about one hour of outdoor activities generally scheduled between 10 a.m. and 11 a.m. in an existing grass area between the buildings and the sanctuary. The council's staff report included a full list of conditions and findings and cited a CEQA exemption under 14 CCR §15301.
After a public hearing that produced no public comment, council members approved the resolution authorizing the CUP. Council members praised the reuse of church property for a multigenerational purpose and encouraged collaboration with the Laguna Woods library on kindergarten readiness programs.
The council recorded the vote as unanimous.
