The Village of Sugar Grove Board of Trustees unanimously approved an ordinance on Feb. 18 updating village code provisions that govern land‑cash payments for dedication of parks, land and school sites.
Scott, a village staff member whose report was in the meeting packet, told trustees the revisions were drafted after earlier discussion and were intended to give school districts more flexibility in how land‑cash funds may be used. The ordinance adds language to allow schools to use funds for maintenance and repairs (but not salaries) and preserves the option under annexation or redevelopment agreements to set different timing for payments.
Scott said village staff reached out to developers and learned most prefer making land‑cash payments at the time a building permit is pulled, rather than paying all fees up front. Staff recommended keeping explicit timing options in the ordinance so applicants know the options ahead of filing and noted that annexation agreements can override the default timing.
Trustees discussed whether to include escalation language for payments made at permit, since a fixed dollar amount (the current $80,000 improved‑acre figure carried from earlier agreements) loses purchasing power over time. Scott recommended staff review the $80,000 benchmark and return with proposed escalation or appraisal options and said the village will meet with the school and park districts before presenting more comprehensive changes.
The board approved the ordinance in a roll‑call vote. Scott and trustees emphasized that land‑cash funds are held by the village and disbursed to the entitled taxing districts and that staff will consult with those districts on recommended changes before returning to the board for further amendments.
