Mayor Dustin Ford told the City Council on Feb. 18 that he would seek to rescind the council's recent ordinance limiting hotels, saying he regretted his earlier vote and wanted the public record to reflect his changed view. He identified the ordinance by number as 25-01CC and said he would move a rescission motion at the next meeting.
Councilmembers debated the correct parliamentary step; a point of order noted that a motion to reconsider must precede a motion to rescind under Robert's Rules. The council voted to reconsider the matter and then directed staff to place both a second reading and a possible rescission on the next agenda so the full council may act.
City Attorney Kyle Baumann advised that, because the ordinance had only passed first reading, rescission would in practice be handled alongside a scheduled second reading. Councilmember comments focused on giving the public and the record clarity about the mayor's changed position.
Outcome: council agreed to schedule the item for the next regular meeting (second reading) and to include a motion to rescind on that agenda. No final policy change was adopted Feb. 18; a formal vote on rescission will appear at the next meeting.
