County approves $70,000 ARPA interest funding for Fredonia water-study after state dormitory grant denial

Allison Vento, administrative director of the North County Water and Sewer Districts, told the committee the Village of Fredonia has been evaluating options for its water supply and that LaBella Associates agreed to perform a hydraulics study. Vento said an anticipated $50,000 grant from the dormitory authority was denied, prompting the county to reallocate American Rescue Plan Act interest earnings to fund the study.
County staff clarified that $20,000 had previously been appropriated from ARPA funds last year; the new resolution reappropriates the full $70,000 in 2025 using ARPA interest earnings. Committee members said they supported offering the study as an option to the village.
The committee approved the resolution by voice vote. Staff said the study will inform the village’s options and that the county’s approach is to use conservative budgeting in the absence of state funding.
