CARTS seeks federal operating and capital funding; county authorizes grant application

Michelle Westfall, senior project coordinator at CARTS, told the committee that CARTS is applying for the consolidated operating and capital program for federal operating assistance and capital items for fiscal years listed in the application.
Westfall said the application request includes funding for a mobility manager (local match provided in kind), replacement buses (they typically apply for six buses per year), parking-lot repaving, HVAC replacement, administrative and shop vehicles, new driver tablets and laptops, and security cameras for multiple offices. She said the grant is typically 80% federal, 10% state and 10% local, and that local match can be provided in kind for some items. Westfall also warned that the contract award and contract execution can lag several years — the application covers 2024–25 but the award and contract could arrive in 2026 or 2027.
Committee members approved the resolution authorizing CARTS to apply for the consolidated operating and capital grant by voice vote. Westfall said surplus vehicles are typically sold for modest proceeds and that CARTS budgets extras of tablets as spares.
